Results: Effectively denied. First, they attached the same contracts from Request #1 and closed the request. I called the city attorney to clarify the request. I have since tried to follow up but have been ignored. See it on MuckRock.com

Audit Logs

Here's an example of the Organization Audit from Simpsonville PD.
In the Reason field, the text before the "-" is the category chosen from a drop-down menu, and the text after the "-" is an optional, manual entry from the officer.

Here's an example of the Network Audit from Simpsonville PD.
An officer from Greenville PD searched cameras from 1755 Flock customers, including Simpsonville, so the search was logged in the Network Audits of all those customers.

An agency needs to be able to see who is accessing their cameras. The officer name, license plate, case #, and filters are automatically redacted. That doesn't leave very much information for the agency to understand how their cameras are being used. And unless they're using a powerful analytics tool, 1 million lines per month is too many to sift through and identify potential misuse. There's a significant amount of trust being placed in the agencies that they share with, and they're sharing with several thousand agencies. An agency can't possibly know the leadership at all those other agencies well enough to trust that their camera's aren't being misused against the community that they serve.

Here's another search by Simpsonville PD. It sounds like this search would return a list of every yellow car that drove through Simpsonville in a 2 hour period. The "Total Networks Searched" is essentially the number of Flock customers that this search went through. Since the number is "1" it's likely that they only searched Simpsonville's cameras.

Spartanburg County Sheriff An officer investigating a theft performed a search over a 7 month period. They only retain access to data from their cameras for 30 days, but other agencies may have a much longer retention period, so this could have returned 7 months worth of someone's travel history in another jurisdiction.
